MINUTES
Joint Boards Meeting
Board of Selectmen and School Building Task Force
May 8, 2007


Present at the meeting that was held at the Hale School Library were Board of Selectmen Chairman Stephen Dungan and Selectmen Carole Makary, Jason Robart, Thomas Ruggiero, and Janet Wheeler; and all members of the School Building Task Force.

Also present were Town Administrator William Wrigley, Town Counsel Jon Witten, and Administrative Assistant Susan McLaughlin.
SBTF Decision on Moving Articles 36 and 37
SBTF Chairman Sturgis called the meeting to order at approximately 6:15 p.m.

Ms. Sturgis said she had spoken with Katherine Craven, Director of the Mass School Building Authority, about whether Stow could proceed with Town Meeting votes on Articles 36 and 37, the two school building proposals put forth by the SBTF, without jeopardizing potential SBA reimbursement. Jim Salvie of the Finance Committee also spoke directly with Ms. Craven about the matter.

Ms. Sturgis said Ms. Craven spoke positively about Stow’s work and is agreeable to Stow voting now, as long as it follows the SBA process and regulations. Stow will likely be able to meet with the SBA to discuss the town’s Statements of Interest in a month.

Ms. Sturgis asked the SBTF to agree to include the phrase “in compliance with the Mass School Building Authority regulations” to the motions for Articles 36 and 37.

Gary Bernklow moved to add the phrase “in compliance with the Mass School Building Authority regulations” to Article 36; Sara Kilkenny seconded, and all voted in favor.

Gary Bernklow moved to add the phrase “in compliance with the Mass School Building Authority regulations” to Article 37; Norm Farris seconded, and all voted in favor.

Ms. Sturgis recessed the meeting to the end of the evening.

Board of Selectmen Decision on Supporting Articles 36 and 37
At 6:24 p.m., Chairman Dungan called the Selectmen’s meeting to order to vote on the amended school building articles.

Ms. Makary moved to approve amended Article 36 with the insertion of “in compliance with Mass School Building Authority regulations,” after “Owner’s Project Manager (OPM) and any other MSBA related program requirements and related activities” and before “for the design and development, and preparation of plans and specifications;” Ms. Wheeler seconded, and all voted in favor.

Ms. Makary moved to approve amended Article 37 with the insertion of “in compliance with Mass School Building Authority regulations,” after “Owner’s Project Manager (OPM) and any other MSBA related program requirements and related activities” and before “for the design and development, and preparation of plans and specifications;” Mr. Robart seconded, and all voted in favor.

The Board discussed moving the meeting of the new Board and Springfest license approval from Wednesday to Thursday evening, depending on the new members’ availability.

Chairman Dungan recessed the meeting until the next evening, May 9, at 6:30 p.m.
